This is the first of a three-part report on different ways states are preparing for and approaching efforts to count children, particularly HTC children. The report is sponsored by the Annie E. Casey Foundation, the Partnership for America’s Children, and Count All Kids Census 2020.
- States share certain challenges counting all children, particularly regarding HTC populations.
- Some states have a fairly well-funded effort and proactive outreach to families, schools, children, and influencers.
- Some states, like Texas, have allocated fewer resources. In these states, community and business leaders are collaborating on efforts to achieve a “complete count.”
